IOTA is heir of " lInstitut du Trachome de lAOF " initially settled in Dakar. IOTA opened its doors in Bamako the 1st October 1953, and was involved in OCCGE in 1960. Before January 2001 IOTA was part of a regional structure, the Organisation of Co-operation and Co-ordination in the control majors Endemic Diseases (OCCGE), which gathered 8 member states in West Africa : Benin, Burkina Faso, Ivory Coast, Mali, Mauritania, Niger, Senegal and Togo. As consequence of dissolution of OCCGE IOTA is part of malian health services since January 2001. Since its creation no rehabilitation had been performed, particularly regarding the infrastructure. Only a few technical equipments were renewed in the eightys thanks to some donations. At the end of the eightys the Institute was becoming old dated. However in spite of this unfavourable environment, and since the beginning of self management in 1990, the Institute renew and important activity not only regarding eye care, but also in the field of community eye care and training. The sustainability of such an activity was impossible without a refurbishment of the facility and thanks to the aid of the European Union, the Institute has recently undergone its first re-organisation since its creation, installing an outfit performing in a functional infrastructure. This reorganisation was part of a European Union project for control blindness in OCCGE countries, focusing on community eye care. Community eye care had been underestimated in the past and the recent awareness of this problem also concerned French Co-operation (Fond dAide et de Coopération) who set up an important program for control blindness. The new IOTA was inaugurated in November 1997, during the " conférence technique " about " progress in the control of blindness in OCCGE countries ".
